BPL Responds to URCA Determinations on 2025 Major Outage Reporting

Nassau, Bahamas — Bahamas Power and Light Company Ltd. (BPL) acknowledges the Final Determinations and Orders issued by the Utilities Regulation and Competition Authority (URCA) concerning the timing of regulatory reporting associated with two major outage events that occurred during 2025.
The determinations relate only to the timing of reports submitted after outages on Crooked Island and in Abaco during October, November and December 2025. They do not relate to BPL’s operational response, restoration efforts, or the reliability of the electricity system.
While URCA’s determinations include regulatory fines totalling $29,662, enforcement and collection of those fines have been suspended for twelve months to allow BPL to demonstrate sustained compliance with its reporting obligations. BPL welcomes the opportunity to strengthen its regulatory reporting processes.
Since these events occurred, BPL has reviewed and strengthened its internal reporting procedures, increased management oversight, and implemented measures to improve the consistency, accuracy, and timeliness of regulatory submissions.
As part of that effort, BPL requested that URCA convene a joint reporting workshop involving all electricity providers operating under the Government of The Bahamas and regulated by URCA. URCA has agreed to host the workshop and has already developed an agenda framework.
The workshop will be used to standardise practices, improve efficiency, and ensure that all regulated utilities share a common understanding of the reporting process by reviewing URCA’s reporting requirements, templates, and submission expectations.
Major outages, particularly on the Family Islands, require engineering and operational personnel to focus first on restoring service, ensuring public safety, and assessing system conditions. BPL believes the workshop will help streamline the reporting process while ensuring that regulatory submissions remain complete, accurate and timely.
